IMO Embraces Live-Streaming and Public Access to Documents in Boost to Transparency

The International Maritime Organization (IMO) Council has decided to live-stream its plenary meetings and make its documents publicly accessible for the first time, marking a landmark move to enhance transparency.

During its 132nd session taking place in London this month, the Council took several steps to modernize its operations, including its decision to live-streaming plenary sessions, releasing Council documents and decision summaries to the public, and establishing permanent hybrid capabilities for virtual and in-person participation in meetings. The Council also aims to enhance multilingualism through a new Strategic Framework.

The Council also noted ongoing improvements to the IMO’s Global Integrated Shipping Information System (GISIS), an online hub for shipping-related data collection, processing, and sharing.

“My efforts continue on the modernization and transparency of IMO,” said Secretary-General Mr. Arsenio Dominguez in his opening remarks. “I will continue to seek efficiencies, from restructuring, to the best use of our financial assets, recruitment, and the building facilities, to name a few, while I invest in those who make all these possible – the professional staff of the Secretariat.”

The IMO Council acts as the “executive organ” supervising the work of the international shipping regulator, performing nearly all functions of the IMO Assembly except making recommendations to governments on maritime safety and pollution prevention. The Council is comprised of 40 Member States elected by the Assembly for two-year terms. This month’s session was chaired by Victor Jimenez Fernandez of Spain, with support from Vice-Chair Amane Fethallah of Morocco.
