MARAD Picks Research Partner for National Maritime Strategy Study

The Department of Transportation’s Maritime Administration (MARAD) has selected the Center for Naval Analyses (CNA) to conduct a study that will be used to inform a new national maritime strategy.

The study will engage with public and private stakeholders in the maritime community over the next year to identify key elements and objectives for a U.S. maritime strategy that will revitalize the U.S. merchant marine and maritime industrial base to meet economic and national security needs.

CNA is a nonprofit Federally Funded Research and Development Center (FFRDC) sponsored by the Department of the Navy with expertise in researching sealift needs for national security.

The National Defense Authorization Act of 2023 required MARAD to choose an FFRDC to help it develop a strategy that will position the domestic maritime industry as a global leader. The study is not a strategy, but a tool to identify and prioritize elements for a strategy.

“MARAD will work closely with CNA on this historic effort that will set the foundation for future success of the U.S. maritime industry,” MARAD said in a statement.
