Philly Shipyard Delivers Second Federal Training Vessel ‘Patriot State’

Philly Shipyard, Inc. has delivered the Patriot State, the second of five cutting-edge National Security Multi-Mission Vessels (NSMVs) designed to revolutionize maritime education in the U.S. and enhance disaster relief capabilities.

The milestone delivery marks a significant step forward in the U.S. Department of Transportation’s Maritime Administration’s (MARAD) ambitious program to modernize America’s maritime training fleet.

The Patriot State, destined for Massachusetts Maritime Academy, represents a new era in maritime education. These vessels are not only equipped to provide world-class training for future mariners but are also capable of supporting humanitarian assistance and disaster relief missions when needed.

Our workforce has dedicated much time and skill to ensuring a safe at-sea experience for the cadets and crew and a dependable learning environment for all future mariners,” said Steinar Nerbovik, President and CEO of Philly Shipyard.

The U.S. Department of Transportation Maritime Administration’s (MARAD) NSMV program comprises the construction of five vessels destined for state maritime academies in New York, Massachusetts, Maine, Texas, and California, respectively. The first NSMV, named Empire State VII, was delivered to SUNY Maritime College in September 2023.

The program is utilizing an innovative Vessel Construction Manager (VCM) model, with TOTE Services overseeing the construction. “These vessels are a vital investment in the future of maritime in the U.S. and showcase the potential that arises when we utilize the right expertise and resources for the benefit of our country and future generations,” said eff Dixon, President of TOTE Services.

Each NSMV can accommodate up to 600 cadets and features state-of-the-art instructional spaces and a full training bridge. In times of crisis, these vessels can be rapidly converted to support humanitarian missions, with modern hospital facilities, a helicopter pad, and the capacity to house up to 1,000 people.
