I’m not sure what this thing is, or used to be, but whatever it is, I kind of want to salvage it and convert it into a house, or gCaptain office space. Unfortunately, I think it’s located somewhere in Russia.
Does anyone have the scoop on what this thing is, where it is, or who designed it?

The gCaptain audience figured out pretty quick this thing was a Russian Meteor hydrofoil. And we also figured out who designed it,
Russian naval architect, Rostislav Evgenievich Alekseev.

That is a passanger hydrofoil, http://www.hydrofoils.org/, indeed Russian product, but popular around Eastern Europe since 1980s

Yep, you're right. They were used also in Romania, specially on Danube. Fast travelling…

Looks a little like a Russian foil that ran out if St Thomas…mmm a long time ago..It was called "The Rocket"

Looks like one of the still-running tour vessels (yes, a hydrofoil as many are saying) that ply the Neva river in St. Petersburg. I saw a few on my trip there in May.

Do you remember that spaceship-like orchestra barge that was in Rota during one of our visits with Shreveport? I had a cassette from them but lost it. Can't remember their name. I think they were from Pittsburgh and were touring Europe.

It is *not* a hydrofoil but an ekranoplan. An ekranoplan is an overwater, ground-effect vehicle. Ground effect is prominent within approx. 0.5 wingspan in height above a surface:

Seen one of those running in Vladivostok when I was there in 2004.
its a passenger river cat.
They were extensively used on the Black Sea in the 1980′s as fast transport between coastal cities. I have seen many of them when I sailed in that area with Shell Tankers in 1982/83
