Freezing assets and then plundering the accounts may help pay the bill, but it won't abate the problem. The assets will just leak into other channels. I get the feeling the government is working from a movie script rather than observed reality. People with nothing to lose and a million square miles of ocean to lose themselves within aren't going to scare easily. We should recall the Raisuli and Eden Pedicaris.
