    Actually, there’s a picture of one on page 22, with the caption: “Well constructed dummies placed at strategic locations around the vessel can give an impression of greater numbers of people on watch.” The tactic is not new–in his book, Dangerous Waters: Modern Piracy and Terror on the High Seas, John S. Burnett describes its use on a transit of the Malacca Straits on a VLCC in 2001, and it sounds like the tactic wasn’t new then, either.
