At least 23 people drowned earlier today as the ferry Maejan capsized near Ballesteros which is located on the northern tip of Luzon in the Philippines. While the incident pales in comparison to this summer’s capsize of the ferry Princess Of The Stars it suggests that problems of overloading and basic safety have not been fully addressed in the region.
