This position is located in the Office of Professional Development and Career Services at the U.S. Merchant Marine Academy, Kings Point, NY. The Academy is an accredited, degree granting institution of higher education where selected young male and female Midshipmen undergo a four year program of education and training which prepares them for careers as seagoing officers in the U.S. merchant marine, shore-side maritime and transportation industry positions, or active duty commissioned officers in the military service. The Director, Professional Development and Career Services develops, supervises, and coordinates the internship and at-sea training programs for Midshipmen. In addition, through the Directors of Career Development and Industry Outreach, provides career counseling to Midshipmen and assistance to graduating seniors in finding maritime employment which fulfills their statutory service obligation.

The ideal candidate is an experienced professional who is able to develop and supervise an internship and an at-sea training program with the experience in the social context of life at sea in order to direct the integration of young men and women into that setting.

Major Duties:

* Develops and implements broad policies and plans relating to the shipboard training of all Midshipmen. He/she is responsible to develop and implement written guidelines, formal lectures and procedures which provide guidance to Midshipmen in all phases of personal and professional conduct at sea.

* Responsible for occasionally visiting commercial vessels, and taking short sea voyages to assess continuing changes in technology and ship operation as they affect Midshipmen training.

* Organizes and presents a series of lectures to each group of Midshipmen prior to their going to sea, including special topics for female Midshipmen. These lectures cover a broad range of professional, legal and social topics and are crucial to the success of the Midshipmen at sea.

* Responsible for maintaining appropriate relations with ship operators and industry executives to facilitate the assigning of Midshipmen to sea training and internship to further their professional training.

* Responsible for the development, implementation and effectiveness of all programs in the Department of Professional Development and Career Services which relate to career development and placement of the Midshipmen.

* As a supervisor, exercises delegated responsibility for position management; selection and assignment of subordinates performance evaluation; employee training and development; employee recognition; management-employee communications; constructive discipline; leave administration and equal employment opportunity.

Qualifications:

Qualification standards are used to determine which applicants would be able to perform satisfactorily in the positions to be filled. The education, training, experience, or other requirements included in the qualification standards are minimum requirements, i.e., it would be unlikely that an applicant for employment would be able to perform satisfactorily in a particular position or occupational series if he or she did not possess these qualifications.

For the GS-14,
# To qualify, you must have at least one full year of specialized experience equivalent to the work performed at the next lower grade level for this occupation. The specialized experience must include:

* Experience providing guidance to students in all phases of personal and professional conduct at sea and structuring programs in the general area of career development and placement.

TIME LIMIT FOR MEETING QUALIFICATIONS: Applicants must meet all qualification requirements by the closing date of this announcement.

This is an Excepted Service position.

One Year Probationary Period:  Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period.

New supervisors must complete a 1-year probationary period.

Candidates will be required to possess a current U.S. Coast Guard issued Merchant Marine Officer’s License (STCW 95 certified) providing full operating authority under that license on vessels of any gross tons upon oceans, or of unlimited horsepower, preferably a Master or Chief Engineers license.

Selectee will be appointed in the U.S. Maritime Service and be required to wear the U. S. Maritime Service uniform.

After completing the core questions, you will be prompted to generate fax cover sheets required to submit your supporting documentation. Based on the Required Documents section, select the documents you should submit. Print out a fax cover sheet specific to each of the appropriate documents. Once submitted, the system will store these documents and include them with all future applications. It is your responsibility though to ensure that they are current.

5. Complete the online vacancy questions

2. Load the fax cover sheet and supporting documentation in the fax machine.

4. Send the documentation. Note: This constitutes ONE fax transmission. You will have to repeat this process for each of the supporting documents you wish to submit.

What To Expect Next:

Within two weeks of the vacancy closing date, a Human Resources Specialist will issue certificate(s), or list(s) of applications, which will then be forwarded to the selecting official for further consideration.
