is assigned to, or the First Assistant Engineer if he/she is a day worker. The Unlicensed Junior Engineer is
responsible for making rounds of the engine room and outside spaces while on duty recording all plant
temperatures, pressures, fuel meters, water meters, and revolution counters as designated by the engine
room log book. The Unlicensed Junior Engineer duties will include standing watch on the main propulsion
plant, monitoring operating equipment, and making rounds at a frequency designated by the ships standing
orders. They will stand watches designated by the Chief Engineer. They report All abnormal conditions
directly to the engineer on watch. The Unlicensed Junior Engineer will take tank soundings, test water, and
operate evaporators to fill various water tanks as required. They will take readings on evaporators, fill out
evaporator logs, and acid clean evaporators when needed. They will stand by main throttle while
maneuvering and assist the watch engineer with answering bells from bridge. In addition, they will perform
maintenance and repairs as directed by the watch engineer. As a day worker, the Unlicensed Junior
Engineer will perform various maintenance and repair work as directed by the First Assistant Engineer or
his/her designate. They will assist in the taking-on and off-loading of fresh water, lube oil, fuel oil, and
connecting and disconnecting all shore services. The Unlicensed Junior Engineer will know the locations
of all fire fighting, damage control and rescue equipment in the engineering spaces. They will know the
locations and how to operate all emergency remote shut down devices. The Unlicensed Junior Engineer
will have a thorough knowledge of all casualty control procedures, main space fire doctrine, and rescue
procedures. The Unlicensed Junior Engineer shall know all environmental protection and pollution laws.
They will also have a thorough knowledge in the operation of all pollution abatement equipment. During
under way replenishment operations the Unlicensed Junior Engineer will perform all duties as assigned.
Minimum Eligibility
Requirements: Must be a United States Citizen of at least 18 years of age and possess:
1. A current U. S. Passport with a minimum of 7 months remaining of expiration date,
2. A current United States Coast Guard (USCG) Merchant Mariner’s Document (MMD) with a
minimum of 10 months remaining of expiration date with the following endorsement(s):
Unlicensed Junior Engineer or Qualified Member of the Engine Department (QMED) – Any
unlicensed rating in engine department.
3. Must submit a valid Transportation Worker Identification Credential (TWIC) card with a
minimum of 10 months remaining of expiration date.
4. Licensing/Certification Requirements: Must possess a valid USCG STCW 95 Certification with
Rating Forming Part of an Engineering Watch (RFPEW) valid for steam and motor propulsions.
Note: You must provide a copy of Certificate of Discharge (DD214, Member Copy 4 showing disposition of

Evaluation Criteria: Applicants who meet the Minimum Eligibility Requirements described above will be further evaluated.
Documented experience, education, training, and awards contained in the application package will bereviewed to determine the degree to which you possess the required knowledge, skills, and abilities (KSAs)
that are essential to perform the duties and responsibilities of the position. A rating determination will be
conducted against the knowledge, skills and abilities to determine your qualifications as reflected by your
responses to the following job related factors:
1. Knowledge of ship’s main propulsion plant/engineering plant operation.
2. Ability to maintain and operate the ship’s auxiliary machinery equipment.
3. Knowledge of ship’s boiler and engine operation.
4. Skill in computer, oral and written communication, including demonstrated ability to use common
MSC applications such as MS-Office, SAMM, LogBook, ShipClip, etc.
To earn the highest rating possible, you are encouraged to submit detailed information in response
to the KSAs listed above. Evaluations, awards, training, education, and related MSC, military, and/or
commercial experience, etc., will also be part of the rating process.
Employment
Requirements: MSFSC CIVMAR positions are subject to drug urinalysis testing, participation in vaccine immunization
programs, require the candidate to pass a physical exam and obtain a security clearance. It is MSC policy
that all civilian mariners must be able to obtain and maintain security clearance eligibility and assignment
to a sensitive position as a condition of employment.
In addition to successfully completing the medical examination (arranged by MSC), a tuberculosis (TB)
screening test is also required. TB screening is not provided at the MSC-arranged medical examination,
but can usually be obtained from your personal medical provider or free at any local Public Health Clinic.
If you have previously had a positive TB skin test (i.e. a CONVERTER or REACTOR), another skin test is
not required, but you must instead provide the Medical Department written proof that you have completed
treatment with medicine (i.e. INH), or that you have started treatment with medicine, or that such treatment
is not warranted as determined by competent medical authority.
Entry-level positions require candidates to pass an English Language Competency Test. A tentative offer
of employment will be rescinded if the selectee fails to report to any of the scheduled appointments, fails
the physical examination, language competency test, drug test, lacks the certification requirements, or is
unable to obtain a security clearance.
MSFSC employees are required to participate in direct deposit/electronic funds transfer as the standard
method of payroll payments.
MSFSC employees are required to attend and successfully complete all mandatory training courses,
including Personal Survival, which requires the ability to float in the water for a minimum of 60 seconds.
