Candidates must have a Bachelor Degree from an accredited college in a related discipline, or equivalent experience/combined education, with 15 years or more of professional experience; 13 years of professional experience with a related Masters degree, or; over 25 years of professional experience in lieu of a degree. Candidate must be recently retired from the U.S. Navy, U.S. Marine Corps or U.S. Coast Guard with combined enlisted/officer service during career, and service in leadership positions. This position requires experience and expertise in U.S. International Training Programs and multi-service international cooperation. Knowledge of International Security Assistance and Security Cooperation regulations and policies is highly desirable. Experience in U.S. maritime forces enlisted professional development and leadership programs and initiatives, and ability to apply these skills in the international arena in support of U.S. objectives. Ideal candidate is US citizen with a security clearance (selected applicant will be subject to a government security investigation and must meet eligibility requirements for access to classified information). Experience with Patrol Boat and Small Craft operations in the coastal, port and inland maritime environments. Must be able to quickly understand policy/procedural guidance and be able to work without supervision.

Desired skills    Applicant must possess quality MS Office Suites skills (Word, Excel, and PowerPoint) and ability to quickly assimilate necessary skills to function in IT-rich/on-line services environment.
Specific Job Description    Lockheed Martin Information Technology-Professional Services is looking for an experienced Senior International Military Training Analyst with the technical expertise to assist/advise a variety of Department of Defense and Department of Homeland Security customers in International Military Education and Training program duties and responsibilities. Incumbent will perform a variety of tasks, including but not limited to the preparation of briefs and presentations and general meeting/conference preparation/support; research of laws and policies; support for the development of new training initiatives and strategies; assist with Training Assessments; provide liaison and support for the interaction between Combatant Commanders, the US Navy and US Marine Corps, the US Coast Guard, and other agencies, as appropriate, in the development of joint international maritime training activities, and; other tasks as may arise from time to time in support of ongoing programs. The individual may be assigned other special projects as the need arises, including research and analysis in the areas of DoD’s Training Transformation, DoD’s expansion of the International Military Education and Training (IMET) Program, DoD’s Counterterrorism Fellowship Program (CTFP) and support other Services’ international training program management efforts, such as the Naval Education and Training Security Assistance Field Activity (NETSAFA) and the Navy Small Craft Instruction and Technical Training School (NAVSCIATTS).
Position will also support execution of the Navy’s International Maritime Enlisted Leadership and Development Assistance (IMELDA) Program, the courses for which are designed to provide international friends and allies with the necessary support to transform, strengthen, and enhance the professional development and leadership of Petty Officers and Chief Petty Officers. Incumbent will support primary IMELDA staff for managing on-site contractor effort to implement and administer the IMELDA Program; ensure that physical plant facilities related to the IMELDA Program are ready for the arrival of IMELDA students and commencement of training; oversee class participation in the IMELDA Ropes and Ladders Challenge Course; ensure that Ropes Course instructors are properly qualified; interact with other contractor and USN personnel to design, plan, and implement the IMELDA Operational Orientation Modules; perform other tasks as identified by the COR in support of IMELDA, and; provide observations and recommendations to the IMELDA Project Team Leader as appropriate.

Additional work will be performed for analysis of needs and requirements for a newly conceived International Defense Enlisted Development Program (IDEDP). Program implementation will follow delivery of analysis report and customer determination regarding recommendations. Specific tasks will include development of a detailed plan to support training efforts, a performance analysis/needs assessment to determine the initial training requirements of the Development Program and articulate the performance goals of the Enlisted/NCO Development Program, a detailed resource management plan that contains staffing and facility requirements, and a budget justification and estimates for program start-up and annual costs to accomplish approved objectives.

Candidates should be experienced in the international military training environment, the management of personnel, facilities, and funding resources, and be capable of making sound decisions in the development and implementation of new programs. The optimal candidate will present exceptional personal appearance. New Hire and Rehire candidates for this position will be offered the LMOS benefit program. Internal candidates for this position will be able to retain their current benefit program if they are participating in the LMOS, LMES or Corporate benefit programs currently.
