This position is located in the Division of Atlantic Operation on

the staff of the Staff Shipping Representative. That office has

regional responsibility for the maintenance, repair, operation and

logistical support of Maritime Administration vessels in support of

the nation’s strategic sealift requirements. This position serves

as a program analyst providing technical expertise in the planning,

project management and administration of shipwork availabilities and

other related office policy, programs and work processes.

This position is ideal for a Mid-career professional looking to

work on innovative and meaningful programs and policies related to

transportation research.

TELEWORK: DOT recognizes the importance and encourages

Major Duties:

At the full performance level this position is responsible for

the following:

* Conducting studies, reviews, analysis and investigations of

the effectiveness and efficiency of management policies and programs

related to the Ready Reserve Force (RRF)from a problem solving and

quality assurance perspective and making recommendation to

management based upon findings and considering budget and resource

constraints.

* Using available software tools to produce charts, tables and

graphs for raw data for presentations and publications for MARAD.

This includes providing professional, photo-ready drawings,

diagrams, logos and artwork for printed and electronic documents to

support various MARAD publications and activities.

* Serving as a technical expert and primary point of contact for

the Division on project management issues involving RRF shipwork

availabilities, maintaining knowledge of quality assurance

principles and their application in solving program management and

contract administration problems.

* Preparing correspondence, reports, technical manuals, point

papers and procedures involving RRF program issues.

* Participating in meetings by making presentations, leading

discussions and representing the Division.

* Serving as a Contracting Officer’s Technical Representative with

limited purchasing authority and monitoring financial expenditures

for assigned programs through reviewing work orders and invoice

approvals.

Qualifications:

Qualification standards are used to determine which applicants

would be able to perform satisfactorily in the positions to be

filled. The education, training, experience, or other requirements

included in the qualification standards are minimum requirements,

i.e., it would be unlikely that an applicant for employment would be

able to perform satisfactorily in a particular position or

occupational series if he or she did not possess these

qualifications.

For the GS-11 GRADE LEVEL, you must have at least one

full year of specialized experience equivalent to the work performed

at the GS-9 grade level for this occupation. The specialized

experience must include:

* Experience in project management methods including planning and

scheduling or experience using quality assurance systems, processes

and procedures.

# To qualify based on education, the education must demonstrate

the knowledge, skills, and abilities necessary to do the work. For

this position, you must have completed a Ph.D. or equivalent

doctoral degree or 3 full years of progressively higher level

graduate education leading to such a degree or an LL.M.

# You may also qualify based on a combination of specialized

experience and graduate level education that has given you the

equivalent level of knowledge and expertise required for this

position.

For the GS-12 GRADE LEVEL, you must have at least one

full year of specialized experience equivalent to the work performed

at the GS-11 grade level for this occupation. The specialized

experience must include:

* Experience using analytical skills in applying the principles

and concepts of quality assurance, project management and technical

developments in problem identification and solution development.

TIME LIMIT FOR MEETING QUALIFICATIONS: Applicants must

meet all qualification requirements by the closing date of this

announcement.

TIME-IN-GRADE REQUIREMENTS: Under merit promotion

procedures, Federal applicants must have served 52 weeks at the next

lower grade to satisfy time-in-grade restrictions contained in 5 CFR

300, Subpart F.

Must have or be able to obtain a Secret security clearance,

pass a pre-employment physical examination and be able to obtain and

retain Contracting Officer Technical Representative (COTR)

certification.

GOVERNMENT TRAVEL CARD REQUIREMENT: Potential applicants

must be able to obtain and retain a Government contractor-issued

travel card to be used for official business as a condition of

employment.

An employee who enters on board and finds that he/she is unable to

obtain a card based on their credit history or who do not retain

their card during employment may be subject to removal from the

Federal service.

previously had their travel card suspended or cancelled. Those who

fail to meet this condition of employment will have our offer of

employment rescinded.

How You Will Be Evaluated:

4. Generate Fax Cover Sheets for Supporting documentation

After completing the core questions, you will be prompted to

generate fax cover sheets required to submit your supporting

documentation. Based on the Required Documents section, select the

documents you should submit. Print out a fax cover sheet specific to

each of the appropriate documents. Once submitted, the system will

store these documents and include them with all future applications.

It is your responsibility though to ensure that they are current.

5. Complete the online vacancy questions

Once you have completed the core questions and generated your fax

What To Expect Next:

Within two weeks of the vacancy closing date, a Human Resources
