Default ? about C/E lim Oceans and 3rd Assis. Unlim

I hold a Chief Engineer (Limited) Oceans 3000ITC, Unlimited HP. When I upgraded to this license would I have been issued a 3rd Assistant Unlimited, if I would have applied for it? I have received many conflicting answers and the CFR,s are as clear as the Mississippi River on a rainy day.

I've been told that I could have applied for the 2nd Assistant but I should have been issued the 3rd. Please shed some light on this subject for me as I am truly in the dark.

I have 2 seconds that I sail with and both of them got the chief limited oceans when they upgraded to 2nd from 3rd. Neither one of them had to test for it. When I upgraded to 1st, I was told I had to take 4 exams to get a limited chiefs along with the 5 exams for 1st. So go figure.

You are never issued anything you didn't apply for. What did you upgrade from? If you had went from NC to Oceans, the same amount of time needed for Oceans is needed for 3A/E but you would have had to test.

CFR 46 11.514 (a), (b) and (c) all states that you need "1 year of service ..." to so I'm not sure how you can go straight to 2A/E.http://ecfr.gpoaccess.gov/cgi/t/text....5.7.8&idno=46

You are not supposed to have to test for Chief Ltd when going from 3A/E to 2A/E but that is definitely not applied evenly. I had to test for both also.
