Default Oil recovery vessels in the U.S.

Why doesn't the United States make it a requirement for the oil company to have so many oil recovery vessels based on the amount of rigs working? Petrobras of Brazil is doing it so the U.S. boat companies are sending their vessels there as oil recovery. You would think that after the big stink from the Deepwater Horizon and with Obama's close ties with Brazil this would've been a no brainer.

I know that when BP still had of it's stuff on the shelf all the Mini-supply and Utility boats that they had from Seacor were cross certified as ORV's. All the crews were trained and had the gear on board.

Also Seacor owns NRC and have barges and gear stashed all over the Gulf.
Getting straight with Nate, because apparently getting right means your going to have to retake Nav Gen
