You need to have time sailing on near coastal or oceans waters. Read the cfrs, all the requirements are there.

I believe it depends upon WHEN you took your exam. The 'new' 3M licenses are good for up to 2M, 1600 ton with no further exam. Just submitting appropriate seatime (near coastal, ocean, or over, 100 GT, or over 200 GT. BUT, if you took your exam prior to (Don't quote me here) 2003 you have to take a whole new exam. And if you go for oceans, you will have to REtake celestial at an approved school (or pass the actual exam at a REC) The Masters level Celestial has 2 extra questions on it, that you didnt have on a Mates exam. Unfortunately you cant just take the TWO that werent given to you, but you have to do the whole exam.

If he can upgrade to his 2nd Mate Unlimited Oceans, he will still have to take the 70 Question crossover exam for 1600 ton Master Oceans.

The 2M does not allow upgrade to 1600 ton master. If you do not qualify for the 2M and thus the cross over exam then you need to take the whole masters exam. Basically identical to the mate exam except one of the 70 question exams is only 50 questions. You will need 720 days sailing offshore to qualify for oceans.

    Thanks,
I believe that you will have to test for Celestial navigation and that's it. The requirements for oceans is an AB and celestial.

The test is very different between inland and oceans / near coastal. If he held a NC masters he should only need to test celestial. He also needs to have coastal / ocean time.

Don't forget about visual signaling! Not the type used on the inland push boats either. You may have to request medical assistance as mentioned in this thread.
