This position does not make those decisions. Only a medical doctor makes that decision. This position and others of increasing qualifications review files before they reach the doctor to determine if they are fit despite a potentially disqualifying condition. If they can decide they are fit, the application is done with medical review and it proceeds for professional review. In other words, they can approve, but they can't deny. If they cannot make that determination, it is pushed up for review by progressively higher qualified medical staff.
