TWIC and H1B in the US

Hi guys,

I just got my H1B visa in the US and am ready to start working. Currently, I'm already in the US.
I need to get my TWIC card and am applying this week.
On the required documents it says I need a Passport, I-94 and a H1B visa itself.
H1B approval is a document and not a VISA itself. Do you think I need to go back to my home country and get the H1B stamp in my passport before I can get a TWIC?
