    Jeffrox,
I like that one! Compact very concealable, every pirate/crimnals nightmare not knowing if there intended victim is packing or not.

The obvious solution in my opinion, is simple.
The pirates are hitting the ships because they are allowed to. Just as my children will take advantage of the sweets if it were to go unchecked. This rewards outweigh the risks.

The next time an attempt is made on a vessel kill everyone involved.
These pirates are no different than the gangbangers in the US. They have recources, are organized and motivated. And the only thing they respect is violence. Fuck it, give them more violence than they can handle. If you kill a boatload or a few boatloads the word will get out.

During the Vietnam era, small boats would have chain link fence type material on standoffs mounted around the vessel. RPG's would detonate on that rather than the boats hull or structure. I would suspect a cheap roll up material could be deployed when transitting dangerous areas.
I can also envision a complete belt of piping encircling the rail with high pressure nozzles aimed downwards, add a couple of big pumps and how could anyone board?

The US Maritime Administration (MARAD) issued a compilation of information relating to piracy in waters off the Horn of Africa, including maritime advisories, piracy statistics, a list of ships hijacked, and recommended counter-piracy measures. The information can be found at:

I think Capt Lee's answer is the best of all. Nothing like requiring a TWIC to keep people away from the water!

There is a good article in piracy in the Jan 2009 Edition of Maritime Reporter and Engineering News.
