    Default Coast Guard to accept E-mail applications

    December 10, 2009

    SUBMISSION OF MERCHANT MARINER CREDENTIAL (MMC) APPLICATIONS TO REGIONAL EXAMINATION CENTERS (RECs) USING E-MAIL
    Beginning January 4, 2010, the Coast Guard will begin accepting credential applications at the 17 Regional Examination Centers using e-mail. This bulletin provides basic information on how mariners can submit credential application packages using e-mail.
    INSTRUCTIONS FOR E-MAILING APPLICATIONS TO AN REC:

    E-mail only complete application packages that meet the Coast Guard’s Application Acceptance Checklist requirements.

    The subject line of your e-mail must be: Your Last Name
    Your First Name
    Your Middle Initial
    Your Mariner # (if known)

    Attach a complete application in .pdf format not exceed 10 MB in size.

    Applications must be scanned at a resolution not to exceed 300 dpi.

    The e-mail attachment must include a copy of your TWIC or TWIC application receipt.

    User fees (if applicable) must be paid using www.pay.gov. The e-mail attachment must include a copy of your pay.gov user fee receipt.

    I have done several applications for crew members over the last year. There is a 10mb limit (per email), but if you put your mariner number in the subject line, and list page 1 of 3, 2 of 3, etc... in the subject lines as well - That is no problem for those who have a lot of certificates and assessments. Some applications can get well over 30mb.

    Well, I decided to give this online application a try. I needed to have my Fast Rescue Boats and Medical PIC put on my MMC. I figured this would be a simple enough test to see how things went. I sent my application with all relevant documents and pay.gov to REC New Orleans. I got an e-mail back saying that my message was not delivered. So, I decided to send it to Memphis. This time the e-mailed was received and processed. It was sent on the 17th of December. On the 21st of December it was mailed/in transit to NMC. Today, on the 28th of December, everything has been approved and my new credentials are in the mail on their way to my house. I am guessing that it is the new stickers for my MMC. I think it is pretty cool though that I no longer have to make the ridiculous drive or pay the extra money to have a certified package sent to turn in an application. The process time I think is pretty good, considering it is the holiday season. Thanks NMC.

    What Capt Lee said!! I emailed my entire application for a 100 ton to the NMC on the 15th of Dec and I received an email today stating that it has been mailed via USPS 1st class mail. So much for the horror stories of it taking 3 to 8 months, huh?

    I submitted an application to the NMC on Dec. 3rd for a duplicate license (really only because I never had a z-card, and am getting ready to try to go offshore, so wanted the MMC to replace my old MML) via email. I just got my MMC in the mail on Dec. 27th. Now, during this time I had 3 different conversations with the NMC about if I needed to get an O/S rating put on my MMC to work on the deck, first saying no, then saying yes, then saying no. So all in all, between the Christmas holiday, and the NMC not being able to make up their mind and wanting me to send a drug test and physical at one point (not required for duplicate) I'd say 25 days start to finish was pretty darn reasonable time.

    One recommendation I have, if you have PDF making software (not just the reader) combine all of your info into a single PDF. That way as they pass it along, there is no possible way for them to misplace anything.

    It was not 100 Ton. I got my 100 Ton in 1998. This was just for my Fast Rescue Boats and Medical PIC to be put on my MMC.
