    180 days or more must be on vessels over 1600grt. I believe that they must be oceans. however most OSV operate within 200nm of land, so is that going to give you a unlimited 2nd mate upon near coastal waters?

    i am in the same boat. I have 210 days as third mate aboard container ships over 1600grt upon oceans but just took an AB job on a Offshore supply vessel that is 285 GRT to cover the rest of the seatime i need. according to the USCG checklist and CFRs i should be ok but would like to know for sure before a take a tremendous pay cut to just move sideways and not up the ladder.

    I don't know who told you about having to be oceans, but what you wrote above is not true. An oceans endorsement is just one more test. The qualification between near coastal and oceans is the same. You need oceans past 200nm, you don't have to be past that to get the endorsement....that wouldn't make sense would it?

    A strict reading of that line from the CFR could be that all your sea time needs to be on oceans. I don't know the NMC's policy on this but I always figured it meant Ocean time only for an Ocean license.

    Sorry I am too lazy to go find it for you but if you look in the CFR's for the definition of boundry waters of the united states, EEZ's, etc. there is a particular reference to the "oceans" and it states something to the effect that more than the 3 miles out is considered "oceans". Most of the wording is particular to the GOM since it is 12 miles, but you can get the idea.

    If your seatime states NC, then you are eligable for an oceans endorsement if you take the oceans module as anchorman stated in an earlier post.
    If at first you don't succeed... skydiving might not be for you.

    While you have the CFR handy, you might also want to check the definition of "oceans" and "near coastal" in 46 CFR 10.107. It may offer some additional information to interpret the regulation you quote.
