Default 200 ton mate NC upgrade

I have a 100 ton master inland and a 200 ton mate NC, I am on my 3rd issue. I have all near coastal seatime, the school I went to is over a year old. Can I upgrade from my 200 ton mate to a 100 ton master NC. without going back to a school?

The lady at the coast guard said i could not go from my 100 ton inland to a 100 ton near coast without going back to school. The guy at school says I just filled out the paperwork wrong and says i should have put in the upgrade section 200 ton mate NC to 100 ton master NC.

I have went all through the coast guard website and cant find nothing.

'Without going back to school'? What lady at the coast guard said that? And what exactly did she mean? Did she mean you need to take some classes to satisfy the professional requirements to upgrade? Or was she implying that you need to go to another license prep course (which would be misleading)? And what school are you at? Is it a license prep program, or is it a school with BRM, Adv. FF, etc.? And will the guy at the school show you the cfr that dictates what you need to meet to apply for an upgrade?

Skinny, we need more info to help you out. Help us help you. And be quick about it before Capt. Fran jumps on here with another rant...

Less than 5% of applicants for Master 100 GRT and OUPV licenses take an exam at an REC, the rest taken an approved course in lieu of a Coast Guard exam. That's probably what is meant by "back to school." Also, a course used to substitute for a Coast Guard exam is only valid for one year from the end of the course, and it can't be used more than once.

I went to a school and took the 100 ton master NC 200 ton mate NC exam, at the time I only had sea time for a Inland Master. I just sent in for a upgrade and the woman at the New Orleans office said that my certificate was over a year old so I had to go back and take the test for the 100 ton master NC. So I called up seachool to find out when classes were. The guy at seaschool seen my Lic and said that instead of putting that I wanted to upgrade from a 100 ton master Inland to a 100 ton master NC that I should have put 200 ton mate NC to 100 ton master NC.

This might be a little off topic, but I am taking my original Master 200 Near Coastal, Modules 054 (rules), 011x3 (deck gen and safety), 072x1 (nav gen), 073 (chart plot), 221 (deck gen, deck safety & environmental protection). How many days do these tests take and would the murphy's book help? Also is the chart plot Block Isl, Chess bay, and LI sound? Thanks for any info
