Seatime question

I heard a lot of contraversy on this matter,but cant seem to get a straight answer.What can you do if you worked for a company and they dont give you your sea time,heard you could let the coast guard know and they would help you out,also heard you cant do squat.Has anybody had this problem before?Thanks in advance for all input on this matter.

I noticed a lot of these forms state that they expired on July 31, 2009. I was looking to download an application until I saw the expiration date.
