    Question Question for Mr. Cavo

I had a question from a mariner that has had his 100 Ton license in continuity for 15 + years.

He understands that he can get his 100 Ton license out of continuity, but can he bypass getting his 100 Ton and upgrade to 200 Mate or Master without recency time? (90 days within the last year)

Or does he need to get his 100 Ton and get the recency and then upgrade?

Note: I know he will need to meet the 200 Ton requirements.

    Thanks!

Recency is needed. He has to restore the 100 ton license and the 90 days service.
