    is there any alternative training that qualifies a mariner for his TOAR in lieu of on board an employers vessel?

    jpdiver,

    If NMC policy letter 04-03 is still in effect and you are rated STCW/OICNW or higher..some of the OICNW assessments are suppose to "cross over"..if this is still true, while the OCINW assessments will not give you a competed TOAR they take a significant "bite" out of it..jmho I don't feel/believe that the actual TOAR manuevering assessments can or should be "waived" in leu of simulation training.
