Are all REC's this Bad?

took the bus from Colorado to Houston-22hrs.

Got my Twic- in and out in 12 mins.

Went to Coat Guard Rec at 11am to replace lost mmd. waited for hours- only a few people seen.

Director comes out- apologizes- says they will only see a few more people. I have to go back tomorrow- and may not be seen.

Is this normal?

Unfortunately for Houston it is not too uncommon. It has happen to me once. Then again, I have been in and out of there in less than 1 hour. Very inconsistent but you should always go in expecting the worse. You pretty much need to be there right when they open the doors.
