Fuel consumption formula

Hello to all of the gcapain mariners. I'm in the middle of testing in Miami, and need some clarification for the fuel consumption formula "new consumption".

Is it or is it not (New Spd^3)(Old Consumption)/Old Spd^3 ???? (The ^3 is cubed.)

I seemed to have missed one too many on terrestrial so, I humbly offered a challenge. I hope I'm right for once...
