    G'Day,
    December 2008, this Candidate passed 500T Inland Master, modules examined:
    054
    072
    073 and
    251,
    Last week, January 2011, this Candidate was approved to test for raise in grade Mate of Tow, Near Coastal, modules to be examined:
    054
    072x1
    073 and
    341.
    Is there anything in the cfr that can excuse the candidate from having to re-test the overlaping modules?

    That would be in the deck guide on NMC's website, not the CFR. It can be difficult to navigate, but since this is considered a "raise in grade", that's what it is. You test overlapping modules every time you upgrade. I think I took rules of the road half a dozen times throughout my career at every upgrade.
