Mr. Cavo...can you advise on seatime not underway?

How does one document sea service time spent on a vessel not underway? I have read NMC Policy letter 09-01 and have a copy of the recommended "sea service letter" format.

Should the same format letter be used only with the word "underway" replaced with "not underway"? Is more clarifying information needed? The particular circumstance is a vessel under construction but close enough to completion to be partially manned with officers and seamen.

Your advise is eagerly sought and greatly appreciated.

Of course, if there are others who have already received guidance on this subject, that information is likewise welcome.

I'm not sure anyone has asked this before. I would just add a sentence or two that explains the status of the vessel.
