    Default STCW Code Question

    Can someone here please tell me what code - VI/I is? I know V/I is Basic Safety and I recognize the other codes. I received my MMD before Sept 09.

    There was a couple month period (summer to fall '09) when the CG was not putting ALL the applicable STCW credentials in new/ renewed MMD, MMCs.

    For example, I had renewed in the summer of '09, and I got back my MMC with Able seaman, RFPNW, and BST. But no mention of OICNW, Advanced FF, Survival craft, and Master Management. The CG felt that these STCW endorsements were "superfluous", since you HAD to have them to even get a license. But the IMO convention to have everything you have earned spelled out so 'even a caveman' can figure out your qualifications. However when I went in to upgrade in March i got ALL my STCW endorsements on my new MMC. what a difference a couple months makes!

    The apparent philosophy was to put on what STCW codes the CG felt was appropriate. However, the IMO convention is to have ALL applicable relevant STCW endorsements, and training listed in their entirety ON the MMC. The usefulness is apparent when being boarded by other authorities it will be easier to have a unified credential, which is the same around the world.

    I recently received my 500 Ton Masters Ocean. VIII/2 was not a listed endorsement on my credential. I sent an e-mail to NMC asking why it was not listed and received the following response:
    "Mr. Kurtz,

    We do not endorse Bridge Resource Management on the mariner credential.

    VIII/2 is not an STCW certification/endorsement. It provides standards to be observed during watchkeeping. BRM is only one of several "knowledge and understanding and proficiency" for OICNW and Master. Note the language at the beginning of regulation VIII/2 "Administrations shall direct the attention of companies, masters, chief engineer officers..." and "Administrations shall require the master of every ship to ensure..."

    Compare that to the language that begins regulations on certifications/endorsements, for example, OICNW (II/1) "Every officer in charge of a navigational watch shall..." or RFPNW (II/4) "Every candidate for certification shall..." These regulations go on to list the requirements to get the certification. VIII/2 just gives guidance on how tro stand a watch.

    IMHO..this seems awkward and troublesome..might logic dictate that if this is STCW requirement and a certificate is required/issued that BRM/VIII-2 be considered as an endorsement and noted on the MMC..all for the sake of consistency and clarity in concern for the recognition of US mariners credentials when viewed by the PSC's of other countries??

    And if I may add; If a mariner has completed/attended training that meets (or exceeds) IMO training why is this NOT put on the MMC? By the same token, how did the BRM even get on the list of STCW codes?

    On a different note. If the USCG must accept the IMO guidelines to 'accept' foreign mariner credentials why won't they accept OUR OWN TRAINING?

    If VI/2 is listed does this fulfill the requirements for Proficiency in Survival Craft, Rescue Boats, and Fast Rescue Boats, (i.e. because VI/2 is listed on my STCW with no limitations I'm am certified to operate a FRC?)
