You do not have OICNW on your STCW. The Coast Guard may require the courses, but they have allowed an upgrade without them. You will have to sit for the 3rd Exam regardless. Personally, I would wait for the rules to change in the near future. You will be able to go straight to Chief Mate after an exam and management level courses. Look at the checklist on NMC website....that is the best source of information.
