Default 22 days for license renewal

This probably doesn't count as news (because it's good), but from the day I sent my renewal package to REC Boston to the day I got the cute little passport style credential back was 22 days. NMC only had it for 5 days. I'm not a big fan of centralizing the licensing section of the Coast Guard, but in my case they seemed to do ok. I had no medical issues and it was a straight forward renewal of an Unlimited Master with pilot endorsements.

Hopefully my experience will be the norm and not the exception.
