I'm helping an oiler with his path to 3rd asst. He has over 5 years time in commissioning/overhaul/repair of EMD/Cat/MAK engines.

My question is there a prefered format for his service letters from the engine compaines? Thanks.

I'll try to find out. I'm not directly involved in that. I will be at NMC all week for MERPAC and TSAC and will try to find out. I probably won't get to post a response until next week. Was his experience as part of a ship's crew? I'm not sure "closely related experience" can be used to upgrade from QMED to 3rd AE.

The reason I ask is that in 39 years, I've only seen 2 3rds meet their seatime requirements with Subpart E 11.516.

(2) Three years of service as an apprentice to the machinist trade engaged in the construction or repair of marine, locomotive, or stationary engines, together with one year service in the engineroom as oiler, watertender, or junior engineer;

I was told long ago that anyone providing sea service letters for mariners must be on file with the CG. I was curious how that would apply to engine and service vendors. Would a notorized statement of service on company letterhead suffice??

Obviosuly, I'm not familiar with that section either. I would just go with a letter that cites the regulation, uses the words of the reg as applicable to describe the work, and gives a reasonably detailed description of the work. He will also need the one year of time as QMED.

Do it soon. This section can be expected to change when the remaining parts of STCW are incorporated into the CFR.
