Is it possible to receive SEA TIME CREDIT for attending a USCG approved course such as the AB to Mate program from PMI or Mitags?
    Thanks

If you're talking about the complete program, the sea time is part of the approval. If you're talking about individual courses, then no. See NMC Policy Letter 10-01, http://www.uscg.mil/nmc/marpers/pag/10-01.pdf. Sea time for training is called an "equivalency" in STCW, and is generally not permitted (the complete program is approved for the program method of qualifying for OICNW, thus it's all or nothing). Per the policy letter, sea time from training is not permitted when the credit is used to meet an STCW minimum service requirement. It is permitted whn STCW is not involved, including inland licenses, licenses under 200 GRT, and 3rd Mate to 2nd Mate.
