You must be an American citizen, then apply for, be approved, and test for the license you desire.

The United States does not currently endorse certificates issued by other countries or recognize training that is not provided in the United States or its territories, or on a U.S. flag vessel. The only way to get a certificate from the U.S. is, as noted above, to be a U.S. citizen and apply for an original license and certificate.
