		<description>The reason the cloud seeding isn&#039;t done, except maybe in China, is that when you attempt to modify the weather, or god forbid, the climate, the whole act of God clause goes away and you get to prove your not responsible for any and all &quot;natural&quot; disasters.  

This plan is to modify the global climate in a direct way.  So you&#039;ll need a host of lawyers to defend against lawsuits for every hurricane, every flood, every drought, every cool summer in Florida and every ruined outdoor wedding.  It can be costly to prove you&#039;re not responsible.  And should even a minor disaster be attributed to the seeding, you&#039;re done.  That $5 billion wouldn&#039;t be a drop in the bucket if you got held responsible for say a heavy storm flooding homes in Malibu like the El Nino induced storms back in 1997-98.  How about paying for flooding of New Orleans?

Not to mention, unmanned ships?  If these ships get anywhere near fishing areas, they&#039;d be stripped to the waterline if not taken completely.  Happens with the NOAA buoys along the equator.  Or how about some enterprising scavenger who goes looking for them, since they will be spouting a tall tell into sky that will be visible for long distances.</description>

It would be helpful if you would publish a correction to your quoted price for the cloud-seeding yachts, as the estmated cost of development of a single boat is nearer to $3-5 million (Salter quotes it somewhat optimnistically at $1m). Thus, the entire program can be financed for as little as $5billion, which is approximately the cost of a single oil rig.</description>
