No Guard and it's a Public Harbor.The TWIC Card at least here in Kona will Never be USED Except to save our Livilyhood of 37 years.37 Years I've had a U.S.C.G.Licence with Letters of Recomindations and Sea Time from 1968 in Honolulu along with 7 Renewls all Noterized and Documented on a __"U.S.C.G.Documented Vessel".D.H.S.,T.S.A.,U.S.C.G. are Stoked that instead of Complaining about having to get the TWIC Cards at all were complaining about how long it's taking.All I can say is EVERYONE Should write there Senators and I guess S-3377 is still the Bill and Hope Someone in the Goverment will Come to there Sences.Thank You Captain Bill Crawford Chiripa Sportfishing Kona,Hawaii..
